Publishing to Pdf requires a lot of memory, when 1000 pages or more are produced. A minimum of 16 GByte is required from a publication manager server. For medium sized databases or with many users 24 GB may be recommended. For very high load and big databases load balanced 32+ GB servers are recommended.
A SQL Server do also occupy consume a lot of memory, system tuning may be necessary to get good performance on larger systems.
