Publishing to Pdf requires a lot of memory, when 1000 pages or more are produced. A minimum of 16 GByte is required to get good performance from a publication server. For medium sized databases or with many users 24 GB may be recommended. For very high load and big databases load balanced 32+ GB servers are recommended.
